Gnosall Library Bid is successful

The proposal put forward by the voluntary group GLEAN* to manage and deliver a new Gnosall community library has been accepted by Staffordshire County Council, subject to certain conditions being met.  The GLEAN group are pleased that their months of hard work have resulted in this successful outcome.  Now they will discuss with the Libraries and Arts Service the outstanding matters that need finalisation, including the location of the library. They would like to thank everyone who has supported them in their efforts.

The County Council's Commercial Team in their letter of acceptance of the proposal said: "...Congratulations.  Hopefully, together we can make a Community Library for Gnosall a success."  

GLEAN is a small voluntary group made up of residents with relevant skills and experience, and some parish councillors.  *GLEAN stands for Gnosall Library Education and Nurture. Gnosall Parish Council has provided the group with support.

Gnosall currently has no permanent library provision since the demolition in 2015 of the previous library which was situated within St Lawrence Primary School.

The Gnosall Library Group (GLEAN; Gnosall Library – Education & Nurture) is progressing well with its bid to set up a new Community Library. GLEAN has established a constituted committee and currently liaising with the Parish Council and other local projects to create a new community charity to support the venture.

A business Plan is nearly completed and will be submitted before the end of July.  As with all 23 other libraries downgraded to volunteer-managed (as part of recent Staffordshire County Council cuts), GLEAN has to bid the County Council for the contract to run the new facility.

Unlike other libraries, Gnosall is also in the complicated position of having to find new premises following the development of the new school. The favoured location is to share the new Youth Club building with an additional portakabin added for extra space for both groups. GLEAN is currently in negotiations with the County Council over the costs for this arrangement.

The closing date was 29th July and the Bid was submitted well beforehand. It is now under evaluation.

We won't know for awhile, so meanwhile, we are looking at possible locations and, if need be, we will be looking to submit a planning application for the desired site. Currently, a Portakabin at the Grosvenor Centre is the favoured solution.

We will let you know the outcome of the Bid as soon as we know. Hopefully, it will be favourable and we can get on with providing the Community Library as soon as possible.

Hi All Library Group Volunteers.

We thought we would keep you up-to-date with the progress of the start-up committee:-

  • We needed a name to identify our bid so we named ourselves GLEAN as you can see above. The name GLEAN is an Acronym of ‘Gnosall Library – Education and Nurture’ and was suggested by Maggie Hughes and we adopted it . Thanks to Trevor Whincup for the graphic font.
  • We’ve formally expressed our interest in bidding for the running of the Gnosall Library.
  • We’re in the process of creating the bid . All the essential wording is complete we just need to have it ‘polished’ by Mike Deegan and will hopefully be drafted by next week (w/c 13/06/2016)
  • We are also working in conjunction with Gnosall Parish Council and other Gnosall organisations e.g. Youth Club in considering setting up a ‘Charitable Incorporated Organisation’ (CIO) which could act as an umbrella for a number of voluntary initiatives in the village and we think that this is the best way forward for the Library Group.
  • We intend submitting the bid by 30th June, giving the Council a month for them if they need clarifications.  (Closing date for Bids is 31st July)
